1. Then I heard a loud voice from the sanctuary saying to the seven angels, “Go and pour out the seven bowls of God’s wrath on the earth.”
The phrase, “Then I heard a loud voice from the sanctuary” Most likely the voice heard that gave the command was from God.
These are the last 7 plagues of God’s wrath being poured out on humanity.
2 The first went and poured out his bowl on the earth, and severely painful sores broke out on the people who had the mark of the beast and who worshiped his image.
The first plague (Bowl) of punishment or wrath goes to those who chose Satan (Antichrist/666) rather than Jesus Christ and received his mark upon their bodies.
The word “severely” in Greek gives the meaning of something rotten. The sores of those who received the mark of the beast started to rot their flesh which made them have great pain.
3 The second poured out his bowl into the sea. It turned to blood like a dead man’s, and all life in the sea died.
The reason why the second Bowl turned the sea into blood was that blood signifies life and blood that’s poured out means death. Turning the ocean into blood showed that the plague was to destroy all living sea creatures. A lot of the food supply for men was destroyed along with the death of the sea creatures.
4 The third poured out his bowl into the rivers and the springs of water, and they became blood.
The third Bowl wiped out most of the drinking supply for humanity.
5 I heard the angel of the waters say: You are righteous, who is and who was, the Holy One, for You have decided these things.
After the third Bowl was poured out there was a pause and a proclamation was heard from an angel who testified to God’s righteousness for punishing sin.

It’s interesting to me how God is giving humanity time to repent and even through the first 2 sets of 7 plagues; God is giving them a chance to return to Him and accept Christ as their Lord and Savior.
