An apostle simply means one who was commissioned by the Lord to go out and make disciples by placing their faith in Jesus Christ.
“Apostleship” was a position given to the twelve and somewhat in a sense to Paul, even though he was not one of the twelve. However, Paul demonstrated his apostleship through signs and miracles, see Acts 19:11-12. That status required the person to have seen Jesus Christ and to be commanded by Him to go out and preach the good news. Also, miracles and signs accompanied the apostles to show that they were with Christ and participated in His earthly ministry, see Acts 1:21-26.

The Holy Spirit directed Peter’s ministry to the Jews so that the gospel could be presented to them. While Paul was sent by the Spirit of God to the Gentiles (non-Jews) to give them the good news of Jesus Christ. God sent these two men to two different groups so that the gospel could spread far and wide and reach many people.
