Romans 10:6-7

6 But the righteousness that is by faith says: “Do not say in your heart, ‘Who will ascend into heaven?’” (that is, to bring Christ down) 7 “or ‘Who will descend into the deep?’” (that is, to bring Christ up from the dead).

Basically, Paul was asking, do we need for Christ to come back again so that we may have the Word of God? In verse 8 it explains that we don’t need for Jesus to come back again to give us His Word because it says, 8 But what does it say? “The word is near you; it is in your mouth and in your heart,” that is, the message concerning faith that we proclaim

The parallel to those passages which Paul quoted was from Deuteronomy 30:12-14 which says, 12 It is not up in heaven, so that you have to ask, “Who will ascend into heaven to get it and proclaim it to us so we may obey it?” 13 Nor is it beyond the sea, so that you have to ask, “Who will cross the sea to get it and proclaim it to us so we may obey it?” 14 No, the word is very near you; it is in your mouth and in your heart so you may obey it.

God has graciously blessed humanity with His Word so that we may know the truth, get saved and know how to please the Lord. God’s Word will endure to the end (1 Peter 1:22-25) so we don’t ever need to worry about losing His Word because it is as close as in our lips and in our hearts if you have read the holy scriptures.
